Seven OPEC+ countries keep November oil output targets unchanged

Seven OPEC+ countries have agreed to maintain their existing oil production targets for November following a virtual meeting on Sunday, 4 October.

Saudi Arabia, Russia, Iraq, Kuwait, Kazakhstan, Algeria and Oman will retain the required production levels set for September 2026, according to OPEC⁠.

The decision holds targets steady rather than introducing a new production increase or cut.

Targets and actual supply differ

A production target is the amount a country is expected to produce under an agreement. It does not establish how much oil is actually reaching the market.

Reuters⁠ reported that Gulf producers have been operating below their targets amid export disruptions linked to the US-Israeli war on Iran.

The agency also reported that uncertainty over future production capacity had delayed a review needed to determine members’ 2027 quotas. Expectations about later policy changes remain provisional.

Why it matters for Africa

Algeria is directly involved in the agreement. Nigeria, although an OPEC member, was not among the seven participants, and this statement does not announce a new Nigerian production quota.

For African economies, the implications depend on both oil prices and supplies. Higher prices can support exporters’ earnings while increasing costs for countries importing fuel. Households and businesses may face pressure through transport, deliveries and other energy expenses.

Keeping production targets unchanged does not guarantee stable pump prices. Exchange rates, taxes, refining and distribution costs also influence what consumers pay.

Next review in November

The seven countries reaffirmed their commitment to comply fully with the OPEC+ cooperation agreement and continue reviewing market conditions each month.

Their next meeting is scheduled for 1 November. Sunday’s statement sets the November targets; it does not settle production policy for December or 2027.
